Combined In-Home Services

These are the Combined In-Home Services, or CIHS services offered through our company. CIHS are a suite of contracted parenting services available to families involved with DCYF child welfare. These services address a variety of parental related needs such as attachment/bonding, structure and routine, counseling, coaching, concrete supports, connections to community resources, and crisis stabilization.

Program Manager

​Noel Villarivera

Noel's educational background includes a Master of Arts in Counseling Psychology from National University and a Bachelor of Science degree in Liberal Studies with concentration in Psychology from Excelsior University. Noel is a Licensed Mental Health Counselor (LMHC) in the State of Washington DOH since April 2019. Noel's therapeutic specialties involve working with children, youth and families, and military/veterans. Noel also has extensive background in his professional career working with Asian and Asian-American families. My additional training includes: Acceptance and Commitment Therapy, Motivational Interviewing, Prolonged Exposure Therapy for Veterans, Positive Parenting Program (Triple P), Parent Child Interactive Therapy (PCIT), Trauma-focused strategies for Anxiety Disorders, Depression and Suicide Prevention and Domestic Violence.

Matthew Vaughn

Matthew is a  healthcare professional with over 20 years of experience dedicated to improving patient care, strengthening healthcare operations, and serving the community with compassion and integrity. Holds a Master’s degree in Marriage and Family Therapy, an MBA, and a Graduate Certificate in Healthcare Leadership, combining clinical expertise with strategic leadership and organizational management. A retired Army Combat Medic, bringing proven resilience, discipline, and commitment to service in both military and civilian healthcare settings. Currently owns and operates a private practice specializing in therapy for individuals, couples, and families, focusing on fostering healing, resilience, and meaningful personal growth. Passionate about supporting individuals, families, and communities through leadership, advocacy, and patient-centered care.
